This paper develops a harm-reduction strategy given growing pressure for government to do more about climate change; aims to steer debate toward which tax and regulatory policies advocates are willing to forgo to prove their commitment to mitigating harm from climate change; and argues that it is prudent for conservatives—climate change skeptics and believers—to carefully devise harm-reduction strategies that steer government toward greater efficiency.
